After a five-month stay paused all Child Victims Act (CVA) cases in Baltimore City Circuit Court, litigation for 1,400+ pending claims is now moving forward again. The stay, issued in June 2025, came amid an unprecedented surge of filings before legislative changes reduced the maximum payouts available to survivors.
BMF Partner Wray Fitch, who represents about 100 CVA clients in Baltimore, commended the court’s approach. Judge Carrión, Wray remarked, “clearly took the time and underwent a thoughtful process (and) put together a framework that really balances judicial economy while recognizing the importance of moving these cases forward.”
He added that he expects discovery and pretrial motions in most cases to conclude within a year, with trial dates set promptly thereafter. “In the meantime,” Wray said, “I’m optimistic that both plaintiffs and defendants engage in good faith settlement discussions along the way.”
